THE UNIVERSITY OF ARIZONA

STATEMENT OF PLANNING OBJECTIVES AND GUIDELINES APPLICABLE TO LAND ACQUISITION WITHIN THE UNIVERSITY PLANNING AREA

I. University Planning Objectives
The University must remain cognizant of the impact of planning activity and land acquisitions upon property owners and residents within the University Planning Area as well as the implications of such to the entire community. While it is recognized that real property purchases in the University Planning Area are essential in meeting the capital facilities requirement of the teaching, research and public service functions of a major University, it is important that the institution be sensitive to the concerns of residents in the University Planning Area and surrounding neighborhoods.

In an effort to ensure that University acquisitions of real property are confined to meeting the essential needs of the institution and are conducted in a manner that is considerate of adjoining neighbors and the community, the following planning objectives will be pursued by the University:

A. Develop high-rise facilities including parking structures that will serve to minimize horizontal extension of the campus and increase the utilization of available space.

B. Stimulate private sector investment for construction of student housing.

C. Pursue cooperative study efforts with the city of Tucson to develop comprehensive means of addressing pedestrian and vehicle circulation and parking in the campus area.

D. Concentrate purchasing activity within zones designated for acquisition in the University Planning Area.

E. Provide recreational facilities in scattered or diverse locations of the campus primarily in areas where students circulate or reside; i.e., student housing, McKale Center, etc.

F. Develop agricultural research activities and other non-instructional or support service functions in areas remote from the campus to conserve limited space in University Planning Area for highest and best use.

G. Continue cooperative efforts with the city of Tucson to support existing business activity consistent with the need to reduce pedestrian and vehicular conflicts on major thoroughfares.

 
II. Description of the University Planning Area
The University Planning Area (hereafter referred to as "Planning Area") is represented on Figure N as encompassing the land mass within the boundaries of the dark black line. The Planning Area includes both existing and potential sites for capital facilities to enhance the performance of teaching, research and service functions of the institution. The Planning Area includes all areas designated as Acquisition Zones or Owner-Initiated Purchase Zones described below.

A. Acquisition Zones. Areas on Figure N with "A" designations will be treated as acquisition zones for a five-year period commencing with adoption of the Comprehensive Campus Plan by the Arizona Board of Regents. Purchase activity in these areas will be ongoing subject to availability of resources.

B. Owner-Initiated Purchase Zones. Areas on Figure N with "B" designations will be considered as Owner-Initiated Purchase Zones for the five-year period commencing with adoption of the Comprehensive Campus Plan by the Arizona Board of Regents. Purchase of real property in the five- year period will be made in these areas only if initiated by individual property owners or if other exceptional conditions related to the transaction are met as described in the Land Acquisition Guidelines.

 
III. Land Acquisition Guidelines
The University of Arizona's land acquisition activities will be governed by the guidelines and procedures outlined below.

A. Residential purchase activity undertaken by University business office responsible for land acquisition includes:

  1. initiation of contracts with property owners concerning their possible interest in selling properties to the University;
  2. coordination of efforts required to conduct a professional appraisal of such properties for the University or multiple professional appraisals for the University and the property owner;
  3. if necessary, negotiate within the range of two independently determined appraisals;
  4. participation in discussions with property owner to negotiate a purchase;
  5. dissemination of information to property owners, real estate professionals and the general public regarding University land acquisition guidelines for the Planning area;
  6. preparation of documents required to consummate sales of real property to the University within the Planning Area;
  7. property purchase approvals will be at local Arizona Board of Regents meetings.

B. Purchase activity involving land acquisition for the five-year period commencing with adoption of this plan shall be concentrated in Acquisition Zones in the University Planning Area in those areas on Figure N with "A" designations. The remaining areas in the Planning Area are set aside as Owner- Initiated Purchase Zones for a period of five years and purchase activity will be limited only to special circumstances.

C. In Owner-Initiated Purchase Zones, acquisitions will be made only if the purchase is initiated by the property owner. The University shall retain acquired properties in residential use or office use restricted to 8 a.m. to 5 p.m., occupancy Monday through Friday.

D. All feasible efforts to negotiate a purchase will be pursued prior to the consideration of any property for condemnation.

E. All property owners having continuously resided in the same residence within the University Planning Area prior to December 1967 may remain in their present residence for as long as they wish.

F. To the extent practicable, real property purchases will be made on a concentrated acquisition basis targeted at particular blocks or designated areas. In the event the University acquires more than 60% of the residential frontage of a block on a given street, as determined by mailing address, the University shall offer to purchase the remaining residential properties on that block fronting on that street, excluding "grandfathered" properties.

G. University owned properties in the Planning Area will be utilized in a manner that is considerate of the uses of adjacent privately owned properties.

H. University owned properties involving multiple adjacent parcels that are utilized for surface parking, will be paved or sealcoated.
